Not attempting to mercy kill Sisters

I noticed a lot when going after sisters, that people dont even try to mercy kill their sister. They just down them 3 times for em to leave, or just ignore them entirely. Is this just to keep em on the same planet? Or wait till they know all 3 mods to then start trying?
