Can someone explain Molt Efficiency?

I'm confused in the math. I have it at rank 1 and it says "While Shields are Active: Gain 2% Ability Duration per second, up to a maximum of 12%" I'm not sure what that means but again, not good with math. Of it helps with the math, my Xaku has 209% duration, and my Vast Untime lasts 52.25 seconds
