Anyone else had Excavation missions where power cells/power carriers just refuse to spawn?

It's happened to me a few times now and I hate it. Just recently it happened in a void fissure mission and it was extremely frustrating to miss out on those rewards. Sometimes the cells/cell carriers will be spawning at the start of a mission but will suddenly stop. I took a peek online and there were other reports of this bug, but none that I found were recent. Is this a normal thing, and are there any ways to fix it?
