Best/most useful Prime Warframe for a new player?

My younger brother (17) is finally staring to give Warframe a chance, and I told him I would get him whatever prime he wanted if he got high enough MR to use it.

Which Warframe do you all think would be best for someone at a low MR, who doesn’t have an abundance of mods or weapons yet?
