You know what would push single-target weapons a bit closer to the aoe weapons you see all the time? Punch through. But the problem with this stat is, nobody wants to spend an actual mod slot on it.
Seriously, aoe weapons can completely nullify their main drawback with two different exilus mods (Cautious shot and [Primed] Sure Footed), one for the weapon and the other for the warframe, and you already want to put the latter on every frame because getting knocked down by enemies is annoying anyway.
Think about it: You don't buff or nerf aoe weapons in any way because punch-through is useless on them, but you give single target weapons a much needed QoL change. (Very probably) no balancing is needed, no difficult programming or stuff like that, and boom everyone is happier. So why not?
(Of course, the exception to this is [Primed] Shred, which would be too strong as an exilus mod... Unless its stats get nerfed a little to compensate?)
Edit: I see a lot of "exilus mods are not meant to increase dps"
First of all that's not true, we have exilus mods that increase projectile speed, thus decreasing damage falloff. We also have warframe exilus mods that increase ability strength/range etc., and I don't see why weapon and warframe modding would follow different logics on this.
But let's ignore mods that increase projectile speed, and say "no dps increase from exilus mods" is an estabilished rule, what's the reason not to break it? The game has changed a lot, and I see no point in treating punch-through mods as if they are on par with the other option available nowadays.
Also, mods have been moved to the exilus category in the past, which goes to show that DE is willing to change its mind regarding what can be an exilus mod and what can't
